How SI-S-04 Evaluates Contractors
Three phases of evaluation
Aptitude Evaluation (Annex A)
Pre-contract review of technical and organizational capability to manage risks, including:
- Leadership & commitment (SIHO-A policy signed by top management)
- SIHO organization (structure and resources)
- Risk management methodology (ART)
- Emergency plans
- Occupational hygiene programs
Contract-Specific SIHO-A Plan (Annex B)
Contractor plan describing how the specific scope will be executed in compliance, including:
- Personnel list and training/medical fitness certificates
- Equipment/tools and PPE certifications + maintenance plans
- Environmental management (hazardous waste, spill control, ecosystem protection)
- Work permits aligned with IR-S-04
Performance Evaluation (Annex C)
During/after execution:
- Accident statistics
- Legal compliance (e.g., occupational safety and environmental regulations)
- Audits/inspections and Toolbox Talks
